2011 Community Report Card Summary

The 2011 Great South West Community Report Card reports on the condition of 30 indicators across community and ecosystem wellbeing and health. The Community Report Card shows that Southern Grampians is the highest ranked Council area. It has the fourth best ecosystem wellbeing and is ranked first for human wellbeing. Ecosystem condition is linked to low numbers of threatened flora species and good condition of native vegetation. Residents produce the least amount of waste, but are the poorest recyclers in the region. Wellbeing of residents is influenced by high community strength, employment diversity, good access to doctors and good housing affordability. Issues for residents are access to public transport and participation of young people.


Ranked second in the region, Colac-Otway has the third best ecosystem wellbeing and is ranked third for human wellbeing. Ecosystem condition is linked to the good condition of native vegetation and good condition of streams and rivers. However, streamflows have been reduced to 65% of historical average and residents produce the most waste in the region. Wellbeing of residents is influenced by a relatively low violent crime rate and high employment diversity. Issues for residents are low community strength, housing affordability and vulnerability to mortgage, oil and inflation stress.


Warrnambool is ranked third in the region, with the poorest ecosystem wellbeing, but the second best human wellbeing. Ecosystem condition is linked to high numbers of threatened species, poor stream condition and susceptibility to water erosion. Residents are high energy users, but they are least vulnerable to the impacts of climate change. Wellbeing of residents is influenced by high participation of young people, high numbers of qualified people and good access to public transport and hospitals. Issues for residents are relatively poor health, housing affordability and population growth.


Ranked fourth in the region, Moyne has the fifth best ecosystem wellbeing and is ranked fourth for human wellbeing. Ecosystem condition is linked to over 40% of land susceptibility to water erosion, poor stream condition and a relatively high vulnerability to climate change impacts. Residents produce large amounts of waste, but are the best recyclers in the region. Wellbeing of residents is influenced by a stable age structure and low unemployment rates. Issues for residents are low community strength, poor access to doctors, a high violent crime rate and few opportunities for art and culture.


Corangamite is ranked equal fifth in the region. It has the second best ecosystem wellbeing, but is ranked fifth for human wellbeing. Ecosystem condition is linked to relatively low levels of susceptibility to water erosion and low numbers of threatened species. Residents are the lowest energy users in the region. Wellbeing of residents is influenced by relatively high levels of out migration, fewer opportunities to participate in arts and culture, and lower numbers of qualified people. However, residents have the best health in the region and low vulnerability to mortgage, oil and inflation stress.


Ranked equal fifth in the region, Glenelg has the best ecosystem wellbeing, but is ranked sixth for human wellbeing. Ecosystem condition is linked to low numbers of threatened species, good stream condition, good condition of native vegetation and low susceptibility to water erosion. The community and biodiversity are vulnerable to the impacts of climate change. Residentsí wellbeing is influenced by a relatively stable population and high employment diversity. Issues for residents are a high violent crime rate, low participation of young people, high unemployment, access to public transport and vulnerability to price increases.
